Depends on your definition of "very few".
40% seems like more than that, to me.
Georgia and Wyoming’s hourly minimum wage are tied at $5.15. However, employers covered by the FLSA must adhere to the federal requirement of $7.25.

I picked strawberries, raspberries, cut, bucked and stacked hay and delivered newspapers.....I was wayy under minimum wage haha. I think the minimum wage when I started working was like $4.75

All (recent, especially) Administrations have been derelict in prosecuting employers for breaking immigration laws by hiring workers not authorized to be employed, regardless of their age. Unfortunately the same people who call for the prosecutions of the employees are silent about prosecuting the employers.
