Obama got Qaddaffi after the internal civil war had started subsequent to the Arab Spring. A lot of intrigue by the Russians in Libya, Syria and Iraq made for many points of instability. But the U.S. crushed much of it, including wiping out a Wagner attack of 600+ infantry and tanks in Syria.
