"It" probably needs a little more clarification as spending has steadily increased. The amount of spending as a percentage of over GDP has dropped. But if the actual number stays the same it is declining. Just like how if you don't get a raise in a year, that's a pay decrease
Meh, like I said, I would rather see that number go down as I am sure that a good audit would prove out that there is a lot of discretionary spending in there that is at best unnecessary and at worst downright fradulent.
