Much like the term racist, I think people don't quite understand what is required for something to be a quid pro quo.

Trump is such a fucking pussy. Name calls when he feels he's protected and untouchable. Thinks it's funny and cute (which reminds me of some people on this site).
Would never do it to his face in a one on one setting with no one else around before he was President.

I agree with Senator Collins, Trump has learned his lesson:

A day after Attorney General William P. Barr publicly warned President Trump not to tweet about the Justice Department, Trump did just that, declaring that he has the “legal right” to ask his top law enforcement official to get involved in a criminal case.

In his tweet, Trump quoted Barr from a television interview Thursday in which he asserted that the president had never asked him to do anything related to a criminal case.

“This doesn’t mean that I do not have, as President, the legal right to do so, I do, but I have so far chosen not to!” Trump added in his own voice...

Stone earned the recommended sentence not because he is a Trump ally, but because he threatened witnesses, lied to the court and to the House of Representatives, and got caught. Worst of all, he threatened Judge Amy Berman-Jackson online, defied various gag orders, and engaged in his usual rat-fuckery. He made the mistake of thinking that Judge Berman-Jackson is as gullible as the claque of hangers-on, wanna-be catamites, and scumbag errand boys with whom Stone usually surrounds himself.

The Trump media has been bleating for two days now that the original sentence recommended by the career Justice Department officials that Stone serve his twilight years breaking rocks, stamping out license plates, and working in a prison call center was a massive miscarriage of justice, a horror beyond words and reason, and a grim penalty for a wee, decrepit old dandy barely able to totter to the stand in his own defense.

Horseshit. The sentence Stone faced was appropriate because his actions weren’t simply a criminal — and criminally stupid — defense of the president. They were just one part of a wider assault from the transparently corrupt Trump-Barr kleptocracy on the entire administration of justice in the United States. William Barr, who has taken on the role of Trump’s family attorney, put his greasy thumb on the scale this week, demanding the U.S. attorneys in the case reduce Stone’s recommended sentence.

Exactly, quid pro quo simply means something for something. And let's not forget, a quid pro quo can be perfectly legal and above board. For example: The US might threaten to withhold foreign assistance to a country unless they ban female circumcision, or similar.

Why was NY Gov. Cuomo going to the WH in the first place?

To talk to Trump in hopes of persuading him to lift the Department of Homeland Security suspension of New York residents from participating in Trusted Traveler Programs such as Global Entry that make it easier to return to the U.S. from foreign trips.

And, what did Trump want? He told us in a tweet released yesterday before the meeting:

"I’m seeing Governor Cuomo today at The White House. He must understand that National Security far exceeds politics. New York must stop all of its unnecessary lawsuits & harrassment, start cleaning itself up, and lowering taxes. Build relationships, but don’t bring Fredo!"

Trump wants:

What "lawsuits" could NY Gov. Cuomo possibly "stop" for President Trump?

The 10 Federal Criminal investigations in progress?

No, and no. Cuomo can't help Trump there.

But, as governor of the state of New York, is there at least some possibility that Trump hopes that Gov. Cuomo might be able to help him "stop" the four New York state lawsuits involving Trump, his family, and his personal businesses? Here are details of three of the NY State lawsuits:

March 5, 2019 New York State regulators have issued an expansive subpoena to the Trump Organization’s longtime insurance broker, the first step in an investigation of insurance policies and claims involving President Trump’s family business, according to the company and a person briefed on the matter.

The subpoena was served late Monday on the company, Aon, one of the largest insurance brokerage firms in the world, as part of an inquiry by the New York State Department of Financial Services.

It came just days after Michael D. Cohen, Mr. Trump’s former fixer and lawyer, indicated in congressional testimony that the Trump Organization inflated the value of its assets to insurance companies.

The subpoena is the latest sign that the Trump Organization is facing scrutiny from multiple fronts — federal prosecutors, congressional Democrats, and now, insurance regulators…

The inquiry opens a new front in the scrutiny of Deutsche Bank, one of the few lenders willing to do business with Donald J. Trump in recent years. The bank is already the subject of two congressional investigations and was examined last year by New York banking regulators, who took no action.

The new inquiry, by the office of the attorney general, Letitia James, was prompted by the congressional testimony last month of Michael D. Cohen, President Trump’s former lawyer and fixer, the person briefed on the subpoenas said. Mr. Cohen testified under oath that Mr. Trump had inflated his assets in financial statements, and Mr. Cohen provided copies of statements he said had been submitted to Deutsche Bank.

Notice anything about those lawsuits? The defendants are Trump, his family, the Trump Foundation, and the Trump Organization.

So, it turns out that the "something" on the list above that Trump is asking for, the "something" of value that there's any possibility of Cuomo giving him involves Trump trading an action by the federal government, the DHS, in return for "something" from Cuomo for Trump, his family, the Trump Foundation, and the Trump Organization, i.e., the dropping of the NY State lawsuits.
