So I called the cops to rept my neighbors up the street. They had their dog outside (~ -10° F) for an hour or so. Sweet dog. Kept hoping they'd let him in,so I checked occasionally. barked for me to comfort him, and whimpered non-stop.

Hate to crap the sack w/ a neighbor (don't really know 'em) but I convinced myself that the dog had to be suffering terribly.

There's more back-story, but won't bore you w/ that. Hope he's all right. Don't think I over-stepped.

1) there’s obviously the welfare issue for the dog, but 2) there’s also the decency and courteous aspect for you and the other neighbors…nobody wants to listen to dogs being miserable in the cold

we reported neighbors when we lived in Lawrence for the same thing

If you neighbors get upset that you called the police regarding the welfare of their dog - fuck 'em.
