Dems - Because there are actually some who like him and would prefer him over ANY Republican candidate.
Pubs - There are a lot of Pubs who feel Joe won't/wouldn't have a chance against a decent Republican candidate. Therefore, they prefer he's on the ballot over a stronger Dem candidate.
