Question for Overlander or anyone else who knows about law enforcement
I'm at Northwestern Hospital. I'm fine. Was taking a short cut walking home.
Anyways, I saw commotion. I looked and noticed several U.S. Marshalls in "plain clothes". (I can post pics when I get home). There were other law enforcement people.
They had a guy in cuffs.
Gutter being Gutter, I asked two Marshalls if they could tall me what was going on. They said they couldn't but that everything/everyone was safe.
I stood around for a couple of minutes and then overheard a female U.S. Marshall tell a few other Marshalls that the guy has a "homicide warrant" and "parole violation".
So..... What does that mean? Do they know he committed (allegedly?) a homicide and he hadn't been arrested yet?

Means that a judge somewhere agreed with a prosecutor that there was probable cause to take him into custody for homicide. I’m friends with a Marshal - I would be surprised, based on how relatively few of those there are and how expensive it is to put them out there, if they were dispatched if “probable cause” didn’t mean “got him dead to rights.”

Also, if Marshals are involved, he is either a previously adjudicated individual, flight risk, or fugitive.

Few things that were somewhat puzzling to me.
* There were an abundance of Marshalls. Why so many?
* The Marshalls were not in "uniform". Yes they wore things that identified them as Marshalls but otherwise they were in "street clothes". Why not in "uniform"?
* Where did they all show up from at such a quick rate? Unless they knew he was going to be there and they were there before him waiting for him to arrive?
* Why was he at the hospital? Was he looking for someone in particular?
* There were two young women with him. After the Marshalls put him in an unmarked SUV the women just stood there and then asked where they were taking the guy. The Marshalls told him 18th and State and they asked the Marshalls if they could follow the vehicle. The Marshalls said no. Why not? My guess is because they were going to go through red lights?

When they pinpoint the movements and potential landing spots of a fugitive, they form an apprehension team to cover potential flee points. The team is made up of other Marshals in the vicinity. For extreme risks perps, Marshals that are better equipped to handle the situation will travel in, of there is time. Things like language barriers, tactical needs, etc dictate those situations.
They do a brief on the perp, how he (she) is dressed, potential threats, whether he may be alone, etc. Anything that can inform the team of the specifics.
For the most part Marshals are in street clothes. Kind of had to sneak up on someone looking like a SWAT team.
No idea why he was there, but I know the Marshal 's do.
