The QB turned and ran backwards and was sacked at the 35. And yet they give him forward progress to the 33?

When the ball flies forward of the LOS, it should be a pass. That one was basically a batted ball. I would like to see some clarity in the rules. This year they have all been fumbles no matter what in the games I have watched.
